6. DISCUSSION AND BACKGROUND
Phase 2 of the Well No. 28 project consists of the installation of the well head, Ion Exchange vessels, piping, electrical and chemical buildings, screen walls, and the public pocket park. This project requires a new underground service and electrical meter from Southern California Edison (SCE) to power the well pump, motor, miscellaneous lighting, and other electrical components. While the contractor is tasked with providing all on-site electrical equipment, the City, as the owner, is responsible for requesting electrical service from SCE to the site. SCE has completed the design for the new service and submitted an invoice for both the design and installation in the total amount of $81,005.98. SCE's installation will start upon receiving the requested payment. Staff is requesting the City Council approve the payment to SCE for the new service at Well 28.
