2. SUMMARY
In December 2023, the City of Orange began the process to update the Citywide Strategic Plan. The steps to update the Citywide Strategic Plan included the City Council participating in a strengths, weaknesses, opportunities, and threats exercise; City leadership meetings with Kelly Associates Management Group; and two community meetings. The updated Citywide Strategic Plan is a living document that sets out overarching Citywide goals and specific objectives to achieve these goals over the next five years.

5. STRATEGIC PLAN GOALS
Adopting the Fiscal Year 2025-2030 Citywide Strategic Plan incorporates sweeping changes to ensure the City is pursuing goals and objectives aligning with the Orange community's priorities.
6. DISCUSSION AND BACKGROUND
Strategic plans are the culmination of different factors. They identify clear goals/objectives for a defined period while avoiding a singular focus on the City's immediate needs. This suggests effective strategic plans are holistically constructed, reflecting an understanding of short and long-term needs, as well as the changing conditions that drive the City's focus.
To assist the City with its Citywide Strategic Plan (Plan) update, on November 28, 2023, the Orange City Council approved an agreement with Kelly Associates Management Group LLC (KAMG) to facilitate the process.
KAMG's process to update the Plan included:
1. Members of the City Council individually and independently completing a strengths, weaknesses, opportunities, and threats (SWOT) analysis.
