6. Discussion and Background
In 2000, the City Council authorized a License Agreement with the Orange Public Library Foundation to operate a paid parking lot during the annual Orange International Street Fair (OISF) for fundraising purposes.
In 2011, the City Council granted the use of the City Hall public parking lots to Orange Elderly Services and Orange County Friends of Music (Orange Community Master Chorale) for the same purpose.
In 2022, the City Council approved three-year License Agreements with the three organizations. All three agreements are set to expire this year. To continue this fundraising opportunity, staff recommend the City Council approve three-year License Agreements with Orange Elderly Services, Orange County Friends of Music, and the Orange Public Library Foundation.
