6.                     Discussion and Background

In 2021, the Public Works Department selected Tetra Tech, Inc. (Tetra Tech) to design and provide construction support services for Well 29 located at 1715 W. Struck Avenue. Phase 1, which includes the drilling of the well, was completed in January 2026.  Phase 2 of the project, which includes the equipping of the well and associated structures, is anticipated to begin in fall of 2026.

Additional design and technical services are needed to update construction plans and specifications to meet current fire and building codes, obtain necessary permits, and provide construction support services.  At staff’s request, Tetra Tech provided a proposal for additional design and technical support in an amount not to exceed $191,200, bringing the total professional services cost of the project to $937,200.  Well 29 is expected to produce about 3,000 gallons per minute and will play a vital role in supplying water to the City.
