6.                     Discussion and Background

The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice (DOJ) responsible for advancing the practice of community policing by the nation’s state, local, territorial, and tribal law enforcement agencies through information and grant resources. Fiscal Year 2023-2024 (FY24) provides funding to state, territorial, local, tribal, and other entities designated under the Technology and Equipment Program (TEP), to develop and acquire effective law enforcement equipment, technologies, and interoperable communications that assist in responding to and preventing crime.

In March 2023, the City Manager’s Office petitioned for funding through Congresswoman Young Kim (CA-40), received tentative approval, and continued the application process through the Orange Police Department. In September 2024, the DOJ approved the City’s proposal for the FY24 COPS Technology and Equipment Program in the amount of $825,000.

The mission of the COPS Office is to advance community policing nationwide by supporting law enforcement agencies as they carry out their vital public safety missions. The project identified in the TEP grant application includes an upgrade of the Computer Aided Dispatch and Records Management System (CAD/RMS) which contributes to the mission of the COPS Office. Additionally, funding will also support a portion of Fiscal Year 2025-2026 annual payment for Axon body worn, fleet, and interview room cameras, along with evidence.com, Standards, and Axon Air.

Under federal regulations, the department is required to expend federal funds only as approved in the award package. The COPS Office permits agencies to reallocate award funds. However, a change in scope from the original funded project must first receive approval from the COPS Office.

The program is a reimbursable grant with a two-year performance period through March 31, 2026.
