The proposed red curb modification reconfigures long-standing curb markings and is intended to achieve consistency with prior City Traffic Commission action at the intersection of Lemon Street and Palmyra Avenue.

Approve the modification of the existing curb markings to achieve 30 feet of continuous red curb, measured from the intersection curb ramp, and no other curb markings between the resultant red curb and first driveway.

6.                     Discussion and Background

Staff received a request to remove red curb in front of 292 S. Lemon Street on the claim that it was illegitimately installed. Subsequent to the request, staff found records indicating that the red curb was approved at the February 9, 2000, City Traffic Commission Meeting. The red curb was part of the installation of 30 feet of parking restrictions at all approaches to the intersection of Lemon Street and Palmyra Avenue. As part of this research, staff noticed a discrepancy between what was approved and current field conditions. It appears that sometime between April 2015 and December 2017, part of the original red curb was removed on the south end but never restored.

In November 2023, in response to concerns over vehicles parking in front of the curb ramps, the City installed red curb within the pedestrian curb ramp areas at all four corners of the intersection at Lemon Street and Palmyra Avenue. The red curb installed at the northwest corner began at the curb ramp but did not connect to what remained of the original red curb from 2000, leaving a 16 feet gap of unmarked curb. Staff has observed parked vehicles in this gap between the red curbs, likely due to a demand for parking on Lemon Street.

To restore the 30 feet of red curb originally approved by the City Traffic Commission, while balancing the neighborhood parking needs, staff recommends the City Traffic Commission approve the red curb modification.
