6. Discussion and Background
Staff received a request from a resident on N. Adele Street for the City to consider the installation of a stop sign control at the T-intersection of N. Adele Street and E. Lomita Avenue. While the vehicle code assigns right of way at T-intersections, a stop sign may be installed to regulate traffic on the terminating road.
The City adopted a warrant that helps provide guidance on the installation of a stop control at an intersection. The City of Orange One/Two-Way Stop Control Warrant consist of five (5) criteria, if any of the below criteria is met, a one-way stop control may be warranted:
1. Accident History
2. Traffic Volume
3. Intersection Design
4. Restricted Visibility
5. Progressive Movement
The peak hour vehicular volume for all approaches was collected during a typical weekday. Staff used the data to determine if the traffic volume conforms with the guidelines stated in the City’s warrant. To qualify for the consideration of a one-way stop, in regard to traffic volume criteria, the total vehicular volume entering the intersection from all approaches during each of the peak hours must be at least 100 vehicles.
During the AM peak hour there were a total of 107 vehicles entering the intersection, 46 approaching from E. Lomita Avenue and 61 approaching from N. Adele Street. During the PM peak hour there were a total of 108 vehicles, with 50 approaching from E. Lomita Avenue and 57 approaching from N. Adele Street.
Based on the warrant analysis described above, this intersection meets the traffic volume criteria specified in the City of Orange One/Two-Way Stop Control Warrant. Therefore, staff recommends that the Traffic Commission approve the implementation of a one-way stop control on E. Lomita Avenue at N. Adele Street.
