6.                     Discussion and Background

In June 2023, the City Council adopted Resolution No. 11468 to approve the City’s Local Signal Synchronization Plan (LSSP) as part of the Measure M2 Eligibility Process. The LSSP identifies traffic signal synchronization routes including all elements of the Regional (countywide) Signal Synchronization Network located within the City. The Orange County Transportation Authority (OCTA) issued a call for projects for Regional Traffic Signal Synchronization Program (RTSSP) to coordinate traffic signals across jurisdictional boundaries in the county. The City of Orange is coordinating with neighboring agencies on the project funding application as follows:

•                     State College Boulevard/The City Drive RTSSP Corridor between State College Boulevard/Cliffwood Avenue in the City of Brea and The City Drive/Garden Grove Boulevard in the City of Orange. The project is a collaboration with the City of Brea, City of Fullerton, City of Anaheim, City of Orange, and the State of California Department of Transportation. This project will be led and implemented by the City of Anaheim.

In addition to coordinating signal timing the RTSSP project allows agencies to implement traffic signal and communications equipment improvements along the corridor. For the nominated corridor, if selected for funding, the City of Orange will modernize existing traffic signal technology at various signals. Some of these improvements will include new traffic signal controllers and cabinets, signal communication equipment, and vehicle detection. These improvements will help ensure the signals along the corridor can facilitate and operate with optimized synchronized timing.

If awarded, OCTA will provide 80% funding for improvements and upgrades to traffic signal infrastructure that otherwise would have to be funded entirely by the City.  It should be noted that the City of Orange would be a participating agency on this project.  The lead agency (Anaheim) will procure consultant services and manage construction of improvements on behalf of the City of Orange.  While Orange staff would be expected to spend some time coordinating and reviewing proposed signal timing and improvements, the staff time commitment for a participating agency is far less than that of the lead agency.

Nominated projects selected for funding will receive up to 80% of Measure M2 funding for eligible project expenses. The participating agencies are required to provide a minimum of 20% matching funds for these projects. If the nominated project is selected by OCTA for award, a future budget transfer and/or appropriation will be requested.

The estimated project cost for timing and improvements within the City of Orange is $928,106.00, of which $185,621.20 is the anticipated local match.  Based on current fund balances, the local match would not require use of any General Fund dollars.

By adopting Resolution No.11590 the City Council requests OCTA allocate the funds necessary for the implementation of the Regional Traffic Synchronization Program within each local agency’s jurisdiction. The Resolution will also authorize the Director of Public Works to submit synchronization projects for funding consideration under the Comprehensive Transportation Funding Programs.
