4. Fiscal Impact
There is no direct fiscal impact to the City. Upon approval of this appropriation, the estimated Opioid Settlement Fund (226) fund balance at June 30, 2026, will be $260,000.

6. Discussion and Background
In May 2026, the Orange City Community Emergency Response Team (CERT) will offer a community Ready Orange Skills Class that includes two training sessions focused on Opioid Awareness, proper Narcan administration, and CPR. The Orange City Fire Department will conduct the instruction, and participants will receive an official certification upon successful completion of the course.
The California Department of Health Care Services (DHCS) oversees and monitors compliance with the National Opioid Settlement Agreements, requiring Participating Subdivisions to follow the spending guidelines outlined in Exhibit E of the Final Settlement Agreement and DHCS’s designated High‑Impact Abatement Activities. The program’s opioid awareness and Narcan administration training qualifies as an eligible use of Opioid Settlement Funds, as it aligns with Schedule A, Section A, authorizing expanded naloxone training for community groups; meets Schedule B, Section H, permitting public education and training on overdose response; and complies with Schedule B, Section K, supporting training efforts that build local capacity to address the opioid crisis.
Staff proposes allocating $5,000 from the Opioid Settlement Fund unreserved fund balance to cover staffing and certification costs for the program’s opioid awareness, Narcan administration, and CPR training. The funding will support instructor personnel costs and participant certification fees.
