Bids for the Community Development Block Grant Fiscal Year 2025-2026 Americans with Disabilities Act Wheelchair Access Ramp Replacement Project were received and opened on June 18, 2026 (Bid No. 25-26.19; SP-4330). Six bidders responded to the notice inviting bids. The apparent low bidder is Golden Coast Construction of La Habra, California in the amount of $61,988.

1. Approve the contract with Golden Coast Construction in the total amount of $71,286, representing an original bid amount of $61,988, plus 15% contingency of $9,298, for the construction of ten ADA Wheelchair Access Ramps; and authorize the Mayor and City Clerk to execute on behalf of the City.
2. Authorize the continuing appropriation of $97,723 from the Community Development Block Grant (310) Fiscal Year 2026 budget:

6. Discussion and Background
The Federal Community Development Block Grant Program (CDBG) provides grant funds to enable eligible localities to construct public improvements in Low- and Moderate-Income Areas within their jurisdiction. The proposed wheelchair ramp improvements project was approved through the 2025-2026 Action Plan process on June 24, 2025.
The scope of the project mainly includes removal of existing wheelchair access ramps and replacement with Americans with Disabilities Act (ADA) compliant wheelchair access ramps. This project will include the construction of ten ADA compliant access ramps at various locations. As a part of this project, detectable warning surfaces (truncated domes) will be installed per American with Disabilities Act Accessibility Guidelines (ADAAG) requirements.
The City Council previously approved an advertisement for bid on May 26, 2026. The bid solicitation was advertised on May 28, 2026 for a period of three weeks and bids were opened June 18, 2026. Six bids were received as follows:
1. Golden Coast Construction $61,987.50
2. Pavement Rehab Company $94,000.00
3. Hardy & Harper, Inc. $125,000.00
4. Van Engineering Inc. $125,000.00
5. Gentry General Engineering, Inc. $159,650.00
6. Hzs Engineering and Construction $197,000.00
Construction is scheduled to begin in September 2026 and is expected to be completed within 30 calendar days.
