6.                     Discussion and Background

The Public Works Department is finalizing the buildout of a new, centralized Police Department Property storage facility to support the secure intake, storage, and retrieval of physical evidence. To ensure facility security and legal compliance, a robust video surveillance solution is required.

Siemens Industry, Inc. (Siemens) in Cypress, California offers advanced video surveillance solutions. Installation of a high-performance video surveillance system, to secure the new Police Department Property storage facility, will ensure chain-of-custody integrity, 24/7 monitoring, and compliance with Criminal Justice Information Systems (CJIS) standards.

The first-year fiscal impact for nine surveillance cameras, hardware, and licensing is $46,458.  Funds in the Lease Revenue Bond Fund (902), Capital Improvement Project No. 255001, are available to be used for the procurement of surveillance cameras. The maintenance of cameras will be consolidated under a new contract with Siemens upon expiration of the existing maintenance contract, expiring September 2026. 

The City Council approved an agreement with Siemens through a competitive bidding process on January 12, 2021. Siemens is currently the single source provider of security platform services for the City.

The Police Department recommends approval of the agreement with Siemens in the amount of $46,458.
