Bids for the Main Street and Providence Avenue Sewer Improvements and Tustin Street Storm Drain Rehabilitation Project were received and opened on September 18, 2025. The notice inviting bids had nine responses. The apparent low bidder is All Cities Engineering, Inc., of Riverside, California in the amount of $399,580.

6. Discussion and Background
The City Council previously approved advertisement of bids for the Main Street and Providence Avenue Sewer Improvements and Tustin Street Storm Drain Rehabilitation Project on Augus 26, 2025. The bid solicitation was advertised on August 28, 2025, for a period of three weeks and bids were opened on September 18, 2025. Nine bids were received as follows:

3. Ramona, Inc., Baldwin Park $587,510
4. CEM Construction Corporation, Montebello $624,700
5. PALP Inc., dba Excel Paving Company, Long Beach $645,740
6. Gentry General Engineering, Inc., Colton $693,280
7. Big Ben Engineering, Irvine $697,659
8. Dominguez General Engineering, Inc., Pomona $732,100
9. US Builders and Consultants, Inc., Irvine $748,404
The low bid is about 16% lower than the Engineer’s Estimate of $478,500. Staff checked the references and qualifications for All Cities Engineering, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommend that All Cities Engineering, Inc. be awarded the contract with the amount of $439,538, representing an original bid amount of $399,580, plus a 10% contingency of $39,958, for the Main Street and Providence Avenue Sewer Improvements and Tustin Street Storm Drain Rehabilitation Project.
If approved, construction would begin in January 2026 and would be expected to be completed within 30 calendar days.
