The U.S. Department of Homeland Security, through the California Governor’s Office of Emergency Services, awarded funds towards the Operation Stonegarden Grant Program. The eligible allocation amount awarded to the Riverside County Sheriff’s Department, as the fiscal agent, is $2.7 million, of which $87,182 is allocated to the City of Orange Police Department.

1. Approve the agreement for Fiscal Year 2025 Operation Stonegarden in the amount of $87,182; and authorize the Chief of Police to execute on behalf of the City.
2. Adopt Resolution No. 11715. A Resolution of the City Council of the City of Orange accepting funds in the amount of $87,182 from the Riverside County Sheriff’s Department for Fiscal Year 2025 Operation Stonegarden Grant Program and authorizing the Chief of Police to execute the grant program agreement and related documents.

4. Fiscal Impact
There is no direct fiscal impact to the City. The additional revenue received from the Riverside County Sheriff’s Department will fund the expense for this program.

6. Discussion and Background
The U.S. Department of Homeland Security, through the Federal Emergency Management Agency (FEMA), administers the Operation Stonegarden (OPSG) Grant Program to enhance coordination and cooperation among U.S. Customs and Border Protection (CBP), the U.S. Border Patrol (USBP), and federal, state, local, tribal, and territorial law enforcement agencies. The program provides funding to support collaborative efforts to strengthen border security along routes of ingress from international borders, including travel corridors in states bordering Mexico and Canada, as well as states and territories with international water borders. The primary objective of the program is to enhance border and California coastline security, reduce border-related criminal activity, and promote regional law enforcement collaboration.
The Riverside County Sheriff’s Department (RCSD) applied for and was awarded Fiscal Year 2025 OPSG funding from the U.S. Department of Homeland Security, passed through the California Governor’s Office of Emergency Services (CalOES). RCSD will serve as the fiscal agent and grant administrator for the regional award. The total grant award is approximately $2.7 million, of which $87,182 has been allocated to the City of Orange Police Department.
As the grant administrator, RCSD is responsible for overseeing the application process and coordinating participation among the 11 partner agencies receiving funding. Participating agencies include the County of Riverside, County of Los Angeles, Cities of Costa Mesa, Hawthorne, Huntington Beach, La Habra, Laguna Beach, Newport Beach, Orange, and Seal Beach, as well as the Los Angeles Interagency Metropolitan Police Apprehension Crime Task Force (LA IMPACT).
The Orange Police Department will utilize its grant allocation to reimburse overtime costs incurred by the Special Investigations Unit in support of regional, multi-agency enforcement operations. These operations will focus on disrupting organized narcotics trafficking, identifying and dismantling drug trafficking and money laundering organizations, and enhancing intelligence gathering and information sharing among local, state, and federal law enforcement partners throughout the City of Orange and Orange County.
The CalOES grant performance period extends from September 1, 2025, through May 31, 2028. However, the sub-recipient performance period is April 10, 2026, through February 28, 2028.
