2. Summary
The City of Orange has completed an update to its Local Hazard Mitigation Plan, consistent with federal requirements under the Disaster Mitigation Act of 2000. The Local Hazard Mitigation Plan identifies hazards, vulnerabilities, and mitigation strategies to reduce long-term risk to people, property, and critical infrastructure.
The Plan has been submitted to the Federal Emergency Management Agency for review and is currently pending approval. Adoption of the Local Hazard Mitigation Plan at this time allows the City to maintain eligibility for federal hazard mitigation grant funding. The Resolution includes Federal Emergency Management Agency-required language allowing for adoption prior to final approval, with the understanding that any required revisions will not necessitate re-adoption.

6. Discussion and Background
The Disaster Mitigation Act of 2000 requires local jurisdictions to adopt a Federal Emergency Management Agency (FEMA)-approved hazard mitigation plan to remain eligible for federal mitigation funding. The City of Orange’s 2025 Local Hazard Mitigation Plan (LHMP) is a comprehensive update to the prior plan and was developed in coordination with City departments, stakeholders, and the public.
The LHMP includes:
• A hazard identification and risk assessment
• Vulnerability analysis of City assets and populations
• Mitigation goals and actions
• Integration with the City’s Emergency Operations Plan (EOP) and General Plan Safety Element
The Plan has been submitted to FEMA and is currently under review. FEMA allows jurisdictions to adopt plans prior to final approval, provided the resolution includes language acknowledging that revisions may be required. This ensures there is no lapse in grant eligibility.
Upon FEMA approval, the LHMP will become effective for a five-year period. Any future updates will require separate Council adoption.
