6. Discussion and Background
The Federal Community Development Block Grant (CDBG) Program provides grant funds to enable localities to construct public improvements in Low-and Moderate-Income Areas within their jurisdiction. Eligible activities include infrastructure upgrades such as street rehabilitation. The street segments selected for street rehabilitation are:
1. Wheeler Street - Killingsworth Avenue to Chapman Avenue
2. Highland Street - Adams Avenue to Collins Avenue
3. Quincy Avenue - West End to East End of Highland Street
4. Monroe Avenue - West End to East End of Highland Street
These streets were rated in the Citywide Pavement Management Program with an average Pavement Condition Index (PCI) of 37 (out of a maximum score of 100), which indicates the need for street rehabilitation. The scope of street rehabilitation includes localized removal and replacement of existing pavement, asphalt concrete overlay, replacement of ramps, curb and gutter, sidewalk, and adjustments of manholes and water valve covers to grade.
The total project cost estimate is $648,381 including 15% contingencies and construction engineering. At the time bids are received and actual bid prices are known, staff may request additional appropriations as needed to award the contract.
Construction is scheduled to begin in August 2026 and is expected to be completed within 45 calendar days. Specifications and cost estimates are available for review in the Public Works Department.
7. ENVIRONMENTAL REVIEW
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 (Class 1(c) - Existing Facilities) because the project involves the repair and maintenance of existing facilities with no expansion of existing use. No public review is required.
