Funding from the Office of Traffic Safety is being provided for the Selective Traffic Enforcement Program grant in the amount of $306,450. The funds will be used for overtime costs associated with DUI checkpoints, saturation patrol, motorcycle safety enforcement, distracted driving, know your limit, bike and pedestrian safety, and special enforcement operations with an emphasis on reducing traffic collisions.

1. Approve grant Agreement No. PT27117 with the State of California Office of Traffic Safety in the amount of $306,450 for the Selective Traffic Enforcement Program grant; and authorize the City Manager and City Clerk to execute on behalf of the City.
2. Accept into the City’s revenue budget a $306,450 grant from the State of California Office of Traffic Safety into revenue account number 399-4141-45290-274030, Federal Grants - OTS 26-27.
3. Authorize the appropriation of $306,450 into the following Traffic program expenditure accounts:
399-4141-51003-274030 Overtime - Safety $267,391
399-4141-51004-274030 Overtime - Miscellaneous $ 25,136
399-4141-57101-274030 Training/Conference/Meeting $ 4,942

4. Fiscal Impact
There is no direct fiscal impact to the City. The additional revenue received from the State of California Office of Traffic Safety will fund the expense for this program.

6. Discussion and Background
The California Office of Traffic Safety (OTS) administers grant funding provided to the State of California by the National Highway Traffic Safety Administration (NHTSA). Through this program, OTS awards competitive grants to state and local agencies to reduce traffic related fatalities, injuries, and the economic impacts of motor vehicle crashes. OTS analyzes local, county, and statewide collision data to identify traffic safety priorities and funds programs that have demonstrated effectiveness in addressing those issues. The priority areas are listed below.

In January 2026, the City submitted an application for funding under the OTS Selective Traffic Enforcement Program (STEP). The application was conditionally approved for Federal Fiscal Year 2026-2027 (FFY 26-27) in the amount of $306,450. The STEP grant is a reimbursement-based grant that supports the OTS mission of eliminating traffic fatalities and serious injuries on California roadways.
Grant funded activities for FFY 26-27 include:

• Motorcycle Safety Enforcement
• Pedestrian and Bicycle Enforcement
• Street Racing and Sideshow Enforcement

• Community Collaboration Engagement
Grant funded enforcement efforts will target distracted driving, speeding, aggressive driving, seat belt compliance, motorcycle safety, and other collision reduction strategies. The grant will also support traffic safety education presentations designed to educate community members on a variety of traffic safety topics. Additionally, grant funding will provide equipment and supplies necessary to support enforcement operations, including on-scene DUI checkpoint supplies and a portable light tower to improve visibility and safety at DUI checkpoints and traffic collision scenes.
Overall, grant-funded initiatives will strengthen the department’s traffic safety program and support its ongoing commitment to reducing traffic related collisions, saving lives, and protecting the traveling public.
