Informal bids were solicited for electrical on-call services for critical water infrastructure systems. Tess Electric Inc., of Riverside is the apparent low bidder in the amount of $210,000. This contract provides for on-call and emergency electrical services to support the continued efficiency and reliability of the City’s water system.

This contract is for 3 years totaling $210,000.00, payable in $70,000 annual installments. Future installments will be requested in conjunction with the annual operating budget.

6. Discussion and Background
The Public Works Department operates critical water infrastructure such as pump stations, wells, and emergency power generators that operate continuously. These facilities contain electrical components such as breakers, electrical panels, automatic transfer switches, variable frequency drives, and motors. The facilities must run properly without interruption and necessary repairs to electrical components must be expedited to ensure continuous water service.
Through an informal bid process, staff solicited bids from four reputable companies for electrical on-call services, and two bids were received:
1. Tess Electric Inc., Riverside, CA $210,000
2. Halcyon Electric Inc., Placentia, CA $220,500
Two contractors, Sulzer Electro Mechanical Services Inc. of Colton and Electrical Service Solutions Inc. of Huntington Beach were non-responsive.
Tess Electric Inc. is the apparent responsive low bidder. The City has worked with Tess Electric Inc. in the past and has found them to be qualified and responsive to our needs. Therefore, the staff recommends that Tess Electric Inc. be awarded a contract in the amount of $210,000. The term of the contract is for three years with an annual installment of $70,000. If approved, this contract is effective on the date the agreement is executed and expires on June 30, 2028.
