Goal 1: Maintain Strong Emergency and Safety Services
6. Discussion and Background
The Fire Department purchases medical supplies from multiple vendors, with Life Assist, Inc. and Stryker Medical being the two primary providers. Life Assist, Inc. was selected based on its participation under the National Purchasing Partners cooperative contract number PS20180 with the League of Oregon Cities. Stryker Medical is the sole manufacturer and distributor of essential emergency medical services (EMS) equipment used by the department during emergency incidents, including the LUCAS 3 Chest Compression devices, Power-PRO ambulance cots, and Power-LOAD systems. Stryker Medical also serves as the sole source provider for the preventative maintenance and repairs of its equipment.
Due to the ongoing need for EMS equipment repairs coupled with the rising prices of expendable medical supplies, purchase order increases with both Life Assist, Inc. and Stryker Medical are now needed to ensure adequate funding for the remainder of Fiscal Year 2025-2026. The Fire Department’s Emergency Medical Services Manager has, and continues to, evaluate the pricing of both vendors, ensuring services and deliverables are received at the greatest value to the City.
Staff request that the City Council authorize $30,000 increases, respectively, to the existing purchase orders with Life Assist, Inc. and Stryker Medical. Currently, the Fire Department has an open purchase order with Life Assist, Inc for $345,000 and with Stryker Medical for $55,000. Approval of an additional $60,000 will raise the total combined purchase order amount to $460,000, which is payable from the EMT Transport fund.
