On May 11, 2021, the City Council approved a twenty-six month agreement with Siemens Industry, Inc. for maintenance of surveillance cameras, hardware infrastructure, and Genetec license supporting the City’s existing Genetec security platform for certain public facilities. This agreement is a new three-year agreement for similar licensing and services and expands the scope to include the Metrolink Parking Structure, Handy Park, and the new Fire Station 1/Headquarters locations.

4. Fiscal Impact
The total expenditure for this three-year agreement is $921,859.49 and will be funded through Information Technology (780). The first annual amount of $252,400.00 is applicable to Fiscal Year 2023-2024 with funds available in account 780.1601.51420.00000 Maintenance Contracts.

6. Discussion and Background
On May 11, 2021, the City Council approved a twenty-six month agreement with Siemens Industry, Inc. (Siemens) for maintenance of surveillance cameras, hardware infrastructure, and Genetec security platform licensing at the following facilities:

In the May 11 staff report, staff explained that the support for the above locations was expiring with Convergint Technologies. The RFP for access control doors established a new Genetec Security Platform partnership so that going forward from that time Siemens would provide and service all Genetec Security Platform hardware and licensing. Since approval of the original agreement with Siemens in 2021, two amendments were approved as a result of the expansion in the scope of work. In addition, several new agreements with Siemens were approved to add services as noted below:

This new three-year service agreement will expand the former twenty-six month services scope to incorporate all services at all facilities as noted above under one contract.
Overall, the new agreement provides for maintenance of cameras and select other security related infrastructure supporting broad security needs for City asset protection and to deter illegal activities such as graffiti, general vandalism, and other criminal activity.

The first-year term includes prorated considerations for the Metrolink Parking Structure as the current service agreement is active and is the last remaining service agreement with Convergint Technologies. Services with Siemens for the Metrolink Parking Structure under the new agreement will begin on June 28, 2024.
In addition, the locations of Handy Park and the Fire Station 1/Headquarters are separate project agreements which included the first-year warranty and are not reflected in year one of this agreement. Warranty costs for these two locations as well as the full maintenance servicing cost for the Metrolink Parking Structure have been added for years two and three, explaining the significant cost difference between year one and year two. Year three reflects an inflationary 3% cost increase over year two.
The original twenty-six month agreement expired September 21, 2023. In this current timeframe, there have been significant expansions of security infrastructure and support in the transition from Convergint Technologies to Siemens. Siemens was selected in June 2021 through an RFP process and was subsequently awarded contracts piggybacking off the initial RFP. With the volume of support transitions and expansions and within relative close proximity of the original RFP selection, staff recommends approval of the new three-year agreement with Siemens, as a single source provider, to consolidate maintenance of surveillance cameras, hardware infrastructure, and Genetec security platform license and expanding the former scope to include the Metrolink Parking Structure, Handy Park, and Fire Station 1/Headquarters.
