Award of a construction contract for the installation of a new concrete skatepark facility featuring a custom-designed skate court with bowl, rails, and other riding elements. The scope of work includes installation of area and lighting with supporting electrical infrastructure, a prefabricated restroom building, and creation of paved access routes. Additional improvements include a shaded spectator seating area, enhanced landscaping, and various skatepark amenities.

 

3.                     Recommended Action

1.                     Approve the contract with DD Systems, Inc., dba Ace CD, Inc. in the amount of $2,525,836.50 for construction of the Skatepark at Grijalva Park Project (257012); and authorize the Mayor and City Clerk to execute on behalf of the City.

2.                     Authorize the appropriation of $1,041,101.00 from the Park Acquisition (Infill) Fund (510) unreserved fund balance to account 510.7201.84101 (257012-80) CIP - Skatepark at Grijalva Project.

4.                     Fiscal Impact

The total expense for this construction contract is $2,525,836.50.  The overall project will be funded through Park Acquisition (Infill) (510), Capital Projects (500), and County Park Grants Funds (551), respectively.

 

Upon approval of this appropriation, the estimated Park Acquisition (510) fund balance at June 30, 2026 will be $6,343,032.00.

6.                     Discussion and Background

At the November 15, 2022 City Council meeting, the City Council directed staff to use $1.75 million in park development fees to build a skatepark at Grijalva Park. As a result, a Capital Improvement Project (CIP) titled Skatepark at Grijalva was approved for Fiscal Year 2023-24 (FY24). The City contracted with Grindline Skateparks, Inc. (Grindline) to provide architectural and engineering services for design, project plans, cost estimates, and construction documents and construction management for the project. Project elements include:

                     ​Lighted concrete skatepark facility

                     ​Prefabricated restroom facility

                     ​Paved ADA access

                     ​Area/security lighting

                     ​Spectator seating

​Public input on design elements was gathered through both a community meeting and a Park Planning and Community Events Commission meeting. Overall, the community indicated they were interested in a well-rounded recreational amenity designed to enhance park activation, support youth engagement, and provide a safe, high-quality destination that integrated both transition and street style skating elements to serve a wide range of users and skill levels.  Features include a multi-level bowl with varying depths, hips, extensions, and pool-style coping, as well as a street plaza with stair sets, handrails, flat ledges, manual pads, and bar rails. Additional components such as quarter pipes, banks, and integrated transitions were included to promote continuous flow and maximize usability, as highlighted in the Skatepark Design Rendering (Attachment 1). It should be noted that the requisite environmental review was completed (as a part of the associated Grijalva Master Plan) and included a Mitigated Negative Declaration.

 

​A request for construction bids (RFB No. 25-26.07) was issued in November 2025. The City received 11 bids, as shown in the Bid Abstract Summary (Attachment 2).

​The lowest responsive and responsible bid was from DD Systems, Inc. DBA, Ace CD, Inc., (DD Systems) for $1,954,985. Staff verified the qualifications of DD Systems, with references provided for similar projects as the general contractor and received sufficient responses. With respect to skatepark construction, DD Systems identified California Skateparks as a subcontractor. California Skateparks is a Southern California-based, full-service design-build firm with more than 35 years of experience and over 500 skateparks completed worldwide, including numerous municipal public park projects throughout the region. The firm provides comprehensive services including design, engineering, and construction, with a strong emphasis on durable cast-in-place concrete facilities and integration into multi-use public park environments. California Skateparks has extensive experience working with public agencies and is recognized for delivering high-quality, skatepark facilities that can accommodate skaters of all ages, abilities, and skill levels.

 

​In addition, DD Systems identified Public Restroom Company as a subcontractor for the fabrication and installation of the prefabricated restroom. The City has utilized Public Restroom Company for other prefabricated restrooms in the City, including at Yorba and Handy Parks and outside of the El Modena Library.

 

​It should be noted that a low bid was received from FixaCal Electric, whose bid was considered nonresponsive. This bidder submitted a bid that was incomplete, as it only responded to a subset of bid items specific to the project’s electrical work. FixaCal Electric, ostensibly a sub-contractor, requested that their bid be withdrawn within an appropriate timeframe as erroneous and unresponsive.

 

​Project Funding

 

​A total of $1,777,426.00 was initially programmed and appropriated for the project based on available funding at the time. Of this amount, $1,750,000.00 in park development fees from the Orange Heights development project were designated for the Skatepark at Grijalva Park and recorded in the Capital Project fund (500). The remaining $27,426.00 was appropriated from the County Park Grants fund (551).

 

​The agreement with Grindline was approved in a not-to-exceed amount of $267,690.50 which included bid support, construction support, and design contingencies. An additional $25,000.00 has been budgeted within the overall project to cover Native American monitoring services (as requested via tribal consultation), as well as administrative and incidental project costs, such as advertising and signage.

The proposed construction contract with DD Systems includes a base bid amount of $1,954,985.00 for the construction of the project. This scope includes concrete work, lighting and electrical, plumbing, irrigation, landscaping, drainage, and demolition. 

 

​In addition to the base bid, the contract award includes the additive bid of a prefabricated restroom facility in the amount of $341,230.00. A 10% construction contingency in the amount of $229,621.50 is recommended, based on the combined total of the base bid and additive items.

 

​Accordingly, the total recommended amount is $2,525,836.50 (Attachment 3).

 

​To fully fund the project, an additional appropriation of $1,041,101.00 from the unreserved Park Acquisition (Infill) (510) is required, bringing the project total budget to $2,818,527.00.​
