This item requests the transfer of funds within the current CIP Budget pursuant to an existing Cooperative Agreement between the City of Orange and the City of Anaheim to fund the construction of the new Orangewood transmission main from Santa Ana River to Eckhoff Street. This proposed transmission main segment is constructed as a part of the joint Orangewood Avenue Street and Bridge Widening Project.

6. Discussion and Background
The City of Orange is working in partnership with the City of Anaheim for the installation of a new 16-inch ductile iron pipe and is composed of two phases. Phase 1 installed pipe from State College Boulevard to Santa Ana River and was recently completed as part of the City of Anaheim Orangewood Avenue Street Widening Project. Phase 2 will extend the transmission main from Santa Ana River to Eckhoff Street and will be constructed as part of the City of Anaheim Bridge Widening Project.
A cooperative agreement (AGR-6575) outlining each city’s respective roles and responsibilities for the Orangewood Avenue Street and Bridge Widening Project and the City of Orange new water transmission main was previously approved by Orange City Council on February 13, 2018. Amendment No. 1 (AGR-6575.1) approved by Orange City Council on May 14, 2024, increased City of Orange’s original funding estimate of $2,782,187 to $5,878,860 based on the engineering estimated construction cost. Phase 1 was completed at a total cost of $1,892,495.
On April 16, 2026, Anaheim Public Works opened bids for Phase 2 construction with the apparent low bidder being Guy F. Atkinson Construction, LLC. The City of Orange water main costs, including 10% construction contingency and 10% project management, are $1,857,876. Staff is requesting an appropriation of $1,860,000 to cover the construction cost of Phase 2. Per the Amendment No. 1 (AGR-6575.1), the City of Orange will provide funds to the City of Anaheim sixty (60) calendar days from the construction bid opening.
