6. Discussion and Background
Willdan Engineering (Willdan) provides on-call building and safety services for building inspection, plan check, and permit services. On-call services are used during periods of staff vacancies and to assist with high-profile projects requiring additional inspection services. Furthermore, on-call services are utilized to augment current staffing for building inspection, plan check, and permit issuance when backlog occurs to maintain service levels to the community.
In addition, Willdan offers accessibility compliance services for commercial and multi-family development. These services are funded with fees collected through the Certified Access Specialist program when business licenses (or equivalent permits) are issued. The $1 fee is collected as part of California Senate Bill 1186. This state legislation was enacted in 2012 to increase construction-related disability access and compliance as well as to develop federal and state disability law educational resources for businesses.
The agreement with Willdan Engineering will be funded with salary savings in the Building Division from the following vacant positions:
• Plan Check Engineer.
• Two Combination Building Inspectors.
• Senior Combination Building Inspector for routine operational needs.
There are currently three candidates in background for the two Combination Building Inspector and the Senior Combination Building Inspector positions. Recruitment is ongoing for the Plan Check Engineer.
The proposed amendment enables the City to sustain essential services while the onboarding process for the new candidates is completed. Furthermore, staff requests funding through August 2025 should a candidate not complete the background process, necessitating the use of continued consultant services.
