2.                     Summary

Bids for purchase and installation of mixers at Reservoirs 2 and 10A were solicited. Four bidders responded, and Doane and Hartwig Water Systems, Inc. of Oceanside was the apparent low bidder in the amount of $55,429.

Approve the contract with Doane and Hartwig Water Systems, Inc. in the amount of $60,972 representing an original bid amount of $55,429, plus a 10% contingency of $5,543 for purchase and installation of mixers at Reservoirs 2 and 10A; and authorize the Mayor and City Clerk to execute on behalf of the City.

6.                     Discussion and Background

Over the last few years, the Public Works Department Water Division has successfully utilized mixers to enhance constant mixing and eliminate stratification of the water in the reservoirs.  This prevents negative water quality issues in the system, especially during the hot summer months. Existing mixers at Reservoirs 2 and 10A, installed in 2012 have reached the end of their service life and need to be replaced with new equipment.

Through an informal bid process, the Public Works Water Division met with contractors and requested bids for these replacements. Four bids were received as follows:

1. Doane and Hartwig Water Systems, Inc., Oceanside, CA                     $55,429

2. K.B Construction, La Verne, CA                                                                                     $60,718

3. Naz Electric and Controls, Inc., Whittier, CA                                                               $65,000

4. Newman Regency Group, Oklahoma City, OK                                          $70,950

The Public Works Water Division has worked with Doane and Hartwig Water Systems, Inc. in the past and has found them to be responsive to our requests for technical and customer service. Their mixers are also being used widely by other local water agencies with excellent results. Therefore, staff recommends that Doane and Hartwig Water Systems, Inc. be awarded the contract in the amount of $60,972 representing an original bid amount of $55,429, plus a 10% contingency of $5,543.
