6. Discussion and Background
Fire Department rescue equipment and safety gear are selected based on operational requirements, applicable regulations, manufacturer specifications, and nationally recognized safety standards. This equipment is essential to protecting personnel during emergency operations and must be maintained and replaced throughout its service life to ensure firefighter safety, operational readiness, and compliance with applicable standards.
The Fire Department procures specialized safety gear, uniforms, and rescue equipment from three primary vendors - Allstar Fire Equipment Inc. (Allstar), LN Curtis & Sons, and LineGear, Inc. - based on each company's authorized product lines, manufacturing relationships, distribution rights, and technical expertise. In many cases, these vendors are the exclusive authorized distributors for the equipment currently standardized by the Orange City Fire Department.
Allstar is the department's primary supplier for firefighter personal protective equipment, including turnout gear, helmets, helmet liners, and firefighting gloves. The company also provides specialized rescue equipment, including self-contained breathing apparatus (SCBA), thermal imaging cameras, firefighting hose, replacement parts, and related accessories.
Allstar is the factory-authorized Southern California distributor for Lion Group, Inc. turnout gear, Scott Health and Safety SCBA equipment and replacement parts, Phenix structural fire helmets, and Elkhart Brass firefighting nozzles and hose couplings. Maintaining standardized equipment from these manufacturers improves firefighter training, operational compatibility, equipment maintenance, and inventory management while ensuring replacement components remain fully compatible with existing equipment.
The proposed purchase will be made through County of Orange Regional Cooperative Agreement No. RCA-017-24010009. The agreement was competitively solicited by the County and is available for use by participating public agencies. Utilizing this cooperative purchasing agreement allows the City to obtain competitively bid pricing while streamlining the procurement process and ensuring timely acquisition of mission-critical equipment.
The Fire Department requests authorization to purchase rescue equipment and safety gear from Allstar Fire Equipment Inc. in an amount not to exceed $520,000 during Fiscal Year 2026-2027.
