4. Fiscal Impact
There is no fiscal impact to the City. The expenditures, up to the full contract amount, will be funded through developer reimbursements on a task-by-task basis. No appropriation is being requested.

6. Discussion and Background
The City is currently experiencing a high volume of requests to review and approve engineering plans related to development projects, including those for various infrastructure improvements and temporary traffic control. Based on present and anticipated volumes and current staffing levels, consulting services are necessary to perform plan review in a reasonable and timely manner.
Staff previously solicited proposals using a Request for Qualifications/Proposals process for on-call traffic engineering services to augment the City’s professional traffic engineering capabilities and to provide high quality, timely expertise and support where needed. As a result of that process, ten firms were selected by an evaluation committee to the City’s bench of on-call traffic engineering consultants, including Iteris, Inc. (Iteris).
Through the proposed agreement, Iteris will provide engineering services to review plans for traffic signal installation and modification, street lighting, signing and striping, traffic control, construction phasing and, if necessary, construction support (inspection.) Additionally, Iteris is prepared to provide on-site support for this project, assigning its staff to work from City Hall part time, as needed, to support city staff performing post-entitlement review. This arrangement is expected to facilitate oversight and efficiency while also ensuring timely service. The $250,000 not-to-exceed amount is intended to provide functional plan check capacity and will be fully reimbursed.
