In the Santiago Creek Commission’s efforts to develop a strategic plan, the Santiago Creek Commission separated the Santiago Creek into three segments. Over the past several meetings, the Santiago Creek Commission has reviewed individual segment maps, identified respective themes, and came back with segment specific vision statements and project recommendations that aligned with those themes. The purpose of this item is to repeat this process for Santiago Creek Strategic Plan - Segment Three which extends from the 55 Freeway to Hart Park/22 Freeway.

6.                     Discussion and Background

In the Santiago Creek Commission’s (SCC) efforts to develop a Santiago Creek Strategic Plan, the SCC divided the Santiago Creek (Creek) into three segments. Separating the Creek into three segments acknowledges the Creek’s unique features from its more natural setting in east Orange to the more urbanized surroundings in west Orange.

The SCC adopted a two-prong approach to work through each segment:

1.                     Review the area and property ownership map for each segment and develop themes that will inform a vision statement and project recommendations.

2.                     Develop and review the vision statement and project recommendations that were inspired by previously identified themes.

On January 22, 2025, the SCC reviewed the area and property ownership map for SCC Strategic Plan - Segment Two. As the SCC finalizes the vision statement and project recommendations for SCC Strategic Plan - Segment Two, the SCC will now move on to SCC Strategic Plan - Segment Three which comprises the Creek areas from the 55 Freeway to Hart Park/22 Freeway.

After reviewing the SCC Strategic Plan - Segment Three area and property ownership map, the SCC will establish themes that will guide the forthcoming vision statement and project recommendations that will be discussed at the July SCC meeting.
