Office furnishings, design, and installation for the Field Services Division of the Police Department through OMNIA Partners Contract No. 2020000606, with Interior Office Solutions, Inc. for a total of $500,000. The total amount of $500,000 includes furnishings and services of $468,909, plus a contingency of $31,091.

3.                     Recommended Action

1.                     Approve the agreement with Interior Office Solutions, Inc. in the amount of $500,000, representing the cost of furnishings and services of $468,909, plus a contingency of $31,091; and authorize the Mayor and City Clerk to execute on behalf of the City.

2.                     Authorize the appropriation of $300,000 from Traffic Safety (450) unreserved fund balance to expenditure account number 450-4011-80101-255019, Traffic Safety - Furniture, Fixture, Equipment.

3.                     Approve the carryover for the following Fiscal Year 2024-2025 account balances to Fiscal Year 2025-2026:

4.                     Fiscal Impact

The expense for this agreement is $500,000 and will be funded through COPS Supplemental Law Enforcement Services (454) and Traffic Safety (450):

Upon approval of this appropriation, the estimated Traffic Safety (450) fund balance at June 30, 2026, will be $816,486.

6.                     Discussion and Background

During Fiscal Year 2021-2022, the Police Department implemented a three-year plan to implement a technology-driven office solution across key operational areas beginning with the Investigative Services Division which was completed in May 2023. The initiative aims to improve workspace efficiency, officer well-being, and digital integration through ergonomically designed, tech-enabled furniture systems. 

The Police Department’s operational environment has changed significantly over the past decade, with increased reliance on digital tools, body-worn cameras, real-time crime centers, and integrated communication systems. However, the current office furnishings in use across various divisions are outdated, not ergonomically designed, and lacks compatibility with evolving technological needs such as cable management, docking systems, and multiple monitor setups.

The proposed project will focus on the Field Services Division which includes the following:

                     Traffic Bureau

                     Bike Patrol & Homeless Engagement Assistance Response Team (HEART)

                     Sergeant’s Office

                     Report Writing Room

                     Briefing Room

Technology-driven workspaces will not only improve operational efficiency but also support community-focused policing by improving working environments for officers engaged with the community or collaborating with mental health professionals. Additionally, efficient, and organized workspaces will lead to quicker report turnaround times, more accurate data entry, and better overall service when residents interact with administrative staff. Lastly, a modernized facility creates a welcoming and professional atmosphere that reflects the department’s commitment to transparency, accountability, and service.

Based on previous projects with the City, including completion of the Investigative Services Division of the Police Department, quality of work, and consideration of the City’s annual budget, staff pursued a proposal from Interior Office Solutions, Inc. dba People Space (People Space). People Space is located in Irvine, CA and currently maintains an OMNIA Partners, Contract No. 2020000606 through Haworth. Included in the OMNIA contract are special pricing incentives beyond the standard discount which is based on volume. Based on a preliminary quote, the most cost-effective purchase price can be obtained through OMNIA Partners Contract No. 202000606, with People Space for a total amount of $500,000. 

The current building, housing the Orange Police Department, has been servicing the community for over 30 years. To maximize efficiency and minimize operational disruption, the Police Department recommends replacing cabling, lighting, flooring, and refreshing interior paint before installation of furnishings. This ensures alignment with the modernized workspace and avoids future interruptions. With the assistance of Public Works Facilities, building improvements will be outsourced and included in a separate staff report at a future date.

Funds in Traffic Safety (450) are available to be used for the procurement of workstations specifically for the Traffic Bureau, Bike Patrol, and HEART areas. Funding is also available in Capital Improvement Project No. 255019 for Police Facility Improvements which requires carryover approval of Fiscal Year 2024-2025 account balances to Fiscal Year 2025-2026.

The Police Department recommends approval of the agreement with People Space for furnishings, design, and installation in the amount of $500,000, representing furnishings and services of $468,909, plus a contingency of $31,091. The manufacturing and assembly of the workstations will take approximately 8 weeks to complete.
