6. Discussion and Background
The Southern California Association of Governments (SCAG) is responsible for developing and submitting the Federal Transportation Improvement Program (FTIP) to the California Department of Transportation (Caltrans) and federal funding agencies. The FTIP is the primary means of implementing the Regional Transportation Plan (RTP) and includes regionally significant projects funded with state and federal funds.
The base FTIP is updated every two years, currently the 2025 FTIP covering Federal Fiscal Years (FFY) 2024-25 through 2029-30 is in its programing phase. SCAG requires local agencies to adopt a resolution certifying that funding for future FTIP projects is available and committed for project inclusion into the program.
Currently, the City has one project carrying over to the 2025 FTIP cycle. This project is the Santiago Creek Multipurpose Trail Extension Project, which is in the preliminary engineering and environmental phase. Adoption of this resolution will ensure grant funding will be distributed for this project and any future projects the City is awarded between FFY 2024-25 through 2029-30. This resolution is also needed for the City to meet FTIP eligibility requirements for applications to future federal funding opportunities.
Resolution No. 11497 will satisfy the requirement and keep the City’s eligibility for state and federal grant funds.
