6.                     Discussion and Background

The Public Works Department Water Division relies on vacuum excavators for routine operations and emergency response activities, including soft excavation, trenching, potholing, and cleaning. The Water Division currently operates two units: a Ditch Witch HX30A purchased in 2022 and a Pacific Tek PV-500 purchased in 2012 (the unit slated for replacement). The Pacific Tek PV-500 has reached the end of its useful service life and must be replaced to maintain operational efficiency.

To streamline procurement and secure competitive pricing, staff recommends leveraging the Sourcewell cooperative purchasing program (Contract No. 091125-CMW). This allows the City to satisfy all public procurement requirements while purchasing directly from an awarded vendor. Based on the proven reliability of the HX30A Vacuum Excavator, staff recommends the City Council approve a purchase order with Ditch Witch in an amount not to exceed $100,853.
