6. Discussion and Background
The showers and restrooms adjacent to the Police Department locker rooms urgently need repairs due to leaks and aging pipes. The sewer pipes frequently back up, and the water supply leaks consistently. Immediate action is essential to restore functionality and maintain the structural and sanitary integrity of the facilities.
The Public Works Department contacted several vendors and utilized various procurement strategies to hire a skilled contractor for this project at a reasonable cost. Staff worked with the project coordinator from Gordian EzIQC to develop the scope of work for this project, using a contractor from Sourcewell. This procurement method involves a cooperative purchasing arrangement employed by multiple government agencies to reduce costs and minimize the impact on staff resources. The City Council has previously authorized a Cooperative Purchasing Agreement (CPA) for a similar project, and this contract continues that policy.
By utilizing Sourcewell, the City can access highly qualified specialty contractors while lowering overall capital costs. Sourcewell provides competitive bids for construction tasks, specifications, materials, equipment, and labor costs. The City has previously used the CPA procurement process and is a member of Sourcewell.
The repairs will primarily focus on replacing the affected piping in the men's and women's showers and restrooms, ensuring long-term reliability and extending the building's lifespan. After thorough consideration, staff recommends MDJ Management, LLC (Contract No. CA-RA-GB-101723-MDJ) for the project. The proposed price of $225,706 for the repairs has been reviewed and deemed fair, reasonable, and consistent with the established unit prices outlined in the contract with Sourcewell.
The project is scheduled to commence in May 2025 and will be completed within 90 days.
7. ENVIRONMENTAL REVIEW
Categorical Exemption: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301 (Class 1 - Existing Facilities) because the project consists of interior shower and restroom repairs at an existing facility involving negligible or no expansion of existing or former use.
