6. Discussion and Background
First Presbyterian Church of Orange requested red curb at a maintenance ramp located in front of the building on Grand Street, to keep the area clear of parked vehicles. The Church is located at 180 North Grand Street. The maintenance ramp is on the west side of Grand Street, approximately 200 feet south of Maple Avenue.
Grand Street, spanning from Chapman Avenue to Maple Avenue, is a two-lane roadway measuring 40 feet in width. The east side is a mixture of residential and commercial land uses. The residential curb frontages are designated as permit parking while the commercial frontages are part of the Old Towne Orange Paid Parking Program. The west side of the street is all commercial and part of the Paid Parking Program as well.
The maintenance ramp is located along an existing loading zone measuring 180 feet long and accommodates eight parking spaces. The loading zone is in effect from 7 AM to 6 PM, excluding Sundays and holidays. Outside those hours, the parking spaces are available for public parking. Additionally, between 9 AM and 6 PM on Sundays and holidays, the curb space functions as part of the Paid Parking Program. The ramp is utilized by First Presbyterian Church of Orange for maintenance purposes, including but not limited to unloading deliveries. The proposed red curb intended to ensure the maintenance ramp remains unobstructed at all times.
Staff recommends installing 29 feet of red curb along the maintenance ramp. The proposed red curb is expected to result in the loss of one parking space, which is acceptable given its location near the periphery of the Paid Parking Program footprint. Markings for adjacent parking spaces will be adjusted so as not to conflict with the red curb.
