6. Discussion and Background
In 2011, the Public Safety Realignment Act, recognized as Assembly Bill 109 (AB109) shifted responsibility for the supervision of certain adult felony offenders from the California Department of Corrections and Rehabilitation to county jurisdictions under the Post Release Community Supervision (PRCS) program. AB109 is intended to reduce state prison overcrowding and support the reintegration of eligible offenders into local communities.
Individuals eligible for PRCS supervision generally:
• Are incarcerated for non-violent and non-serious offenses
• Are released on parole and non-revocable parole
• Are not high-risk sex offenders
The Orange Police Department collaborates closely with the Orange County Probation Department to monitor these individuals, including conducting compliance checks and coordinated enforcement operations.
The allocation of $118,334.68 to the City of Orange Police Department supports overtime and operational costs associated with these public safety efforts during Fiscal Year 2025-2026.
