On November 26, 2024, the Orange City Council adopted the Fiscal Years 2025-2030 Citywide Strategic Plan. To ensure progress and accountability, the adoption included a commitment to provide quarterly updates to the City Council and the public.

The quarterly updates support every goal detailed in the Fiscal Years 2025-2030 Citywide Strategic Plan.
6. Discussion and Background
In December 2023, the City of Orange began the process to update the Citywide Strategic Plan. The steps to update the Citywide Strategic Plan included the City Council participating in a strengths, weaknesses, opportunities, and threats exercise; City leadership meetings with Kelly Associates Management Group; and two community meetings. The updated Citywide Strategic Plan is a living document that sets out overarching Citywide goals and specific objectives to achieve these goals over the next five years.
The Fiscal Years 2025-2030 Citywide Strategic Plan (Plan) was adopted on November 26, 2024. The Plan’s adoption included a commitment to provide quarterly updates to the City Council and public. Provided below are the more significant developments since the February 25, 2025 City Council meeting with each update included in the attachment under the column entitled, “May 27 Update.”
• Staff will soon finalize the Local Hazard Mitigation Plan update (Objective 1.12).
• Staff has taken steps to finish the cost allocation and fee study (Objective 2.6).
• The City’s financial management policies are close to being complete for City Council consideration (Objective 2.9).
• Grant Thornton Advisors continues to make progress in finalizing its strategies and recommendations to the City (Objective 2.9).
• The City’s new financial system is scheduled to go live in July (Objective 2.11).
• Staff received and continues to review proposals for a Citywide operational and organizational assessment (Objective 2.14).
• Staff met with over 100 students at local colleges to support the City’s internship program (Objective 4.4).
• In utilizing an Environmental Protection Agency brown field assessment grant, staff is finalizing the Grijalva Park masterplan scope of work in collaboration with the Orange County Council of Governments (Objective 5.11).
