This agreement is for two years totaling $387,280, payable in $193,640 annual installments. Future installments will be requested in conjunction with the annual operating budget.

6. Discussion and Background
The Police Department has implemented Flock Safety camera technology as part of its ongoing efforts to enhance public safety, deter crime, and support investigative capabilities. These cameras are strategically placed to capture objective, real-time vehicle data, including license plate information, which assists officers in identifying stolen vehicles, locating suspects, and solving crimes more efficiently.
Flock Safety is the sole manufacturer and developer of the cameras and identifies Insight Public Sector, Inc. (Insight) as the reseller of the cameras. The proposed agreement with Insight, through OMNIA Partners Contract No. 23-6692-03, allows the City to procure these services competitively, ensuring cost-effectiveness while maintaining compliance with procurement policies. The agreement includes licensing, software access, data storage, maintenance, and technical support necessary to operate the Flock camera system effectively.
Over the past deployment period, the Flock camera system has proven to be a valuable tool in assisting law enforcement operations by providing actionable leads and enhancing situational awareness. The integration of this technology aligns with the City’s commitment to leveraging innovative tools to improve community safety and strengthen partnerships with public and private stakeholders.
To ensure the continuation of these services, the Police Department recommends approval of a two-year agreement with Insight for Flock camera licenses, software, and services in the amount of $387,280, representing a service cost of $377,280, plus a contingency of $10,000.
