6.                     Discussion and Background

During the September 10, 2024, City Council meeting, the City Council voted (7-0) to reinstitute funding of the School Crossing Guard Program (Program) and contract school crossing guard services through a private vendor.

Due to the difficulty with recruiting and retaining crossing guards and the need to staff multiple crossing guard locations in the morning and afternoon, staff proposed contracting the Program as a more efficient and effective option. A contractor would manage and coordinate recruitment, selection, background checks, training, scheduling, supervision, and payroll of crossing guards. In addition, a contractor would have access to a large pool of employees to ensure constant staffing at all designated locations.

The City has historically provided for crossing guards at a number of intersections throughout the City for children going to and from school. To maintain a safe, cost-effective, consistent, and successful Program, the Orange Police Department recommends the City contract with All City Management Services, Inc. (ACMS) to provide adult crossing guard services. ACMS is headquartered in Santa Fe Springs, California and is the only local company that exclusively provides private crossing guard services. ACMS has significant experience as a single service organization specifically founded, organized, and designed to relieve cities, police departments, and school districts of the concerns of operating and managing a crossing guard program.

The agreement with ACMS is being obtained through a Cooperative Purchasing Agreement entered into by the City of Anaheim. The contract will provide 16 crossing guards to be placed at each elementary school within the City limits. It will consist of approximately 11,520 hours of crossing guard services and will only be invoiced for the actual hours of services rendered. The term of the agreement will be for one year. To cover the contract cost of $415,768, the Program will be funded by the General Fund (100) for approximately $153,000 from the delay in cost-of-living adjustments for senior management staff and the one-time appropriation of $162,768 from the unreserved Traffic Safety Fund (350).  In addition, to help support a portion of the Program, the City Council has received a tentative contribution of approximately $100,000 on behalf of Orange County Supervisor Donald P. Wagner and Orange County Supervisor Vicente Sarmiento.  Staff will return at a later date to receive and allocate the contributions.

Per City Council direction, adoption of Resolution No. 11579 establishes a crossing guard program; and the Orange Police Department proposes contracting with ACMS for crossing guard services in the amount of $415,768, representing the cost of crossing guard services of $377,971, plus a 10% contingency of $37,797, for anticipated legally mandated increases in wages or benefits.

Staff will continue to engage with Orange Unified School District to form a partnership to fund the program moving forward. In addition, the City Traffic Engineer will bring forth a contract with a private consultant to perform a crossing guard warrant analysis at the 16 elementary school locations.
