6. Discussion and Background
The Annual Pavement Maintenance at Various Locations, Fiscal Year 2024-2025 is part of the City’s Pavement Management Program FY25 (13120) activities and is designed to prolong the pavement life of city streets.
This asphalt concrete overlay project will rehabilitate approximately two arterial streets, one industrial street, and 12 residential areas throughout the city. The streets selected for maintenance are in accordance with our Pavement Management Plan and generally fall into the “poor to fair” category. These streets require work at this time to prevent total pavement failure, which will result in complete reconstruction at a much higher future cost. Additionally, this project will replace over 3,000 linear feet of curb with curb and gutter, enhancing stormwater surface flow to reduce pooling and erosion while extending pavement life through improved drainage.
The City Council previously approved an advertisement for bids on February 25, 2025. The bid solicitation was advertised on April 24, 2025, for a period of three weeks and bids were opened on May 15, 2025. Six bids were received as follows:

The low bid is approximately 13% lower than the Engineer’s Estimate of $5,485,525. Due to the favorable bid price, staff has tentatively identified Almond Avenue from Main Street to Cypress Street as an additional residential street to be rehabilitated for an additional estimated cost of $800,000. This cost is a component of the requested 25% contingency, with approximately $389,250 remaining for construction management and other unanticipated costs.
Staff checked the references and qualifications of Onyx Paving Company, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommend Onyx Paving Company, Inc. be awarded the contract in the amount of $5,946,250, representing an original bid amount of $4,757,000 plus a 25% contingency of $1,189,250 for Annual Pavement Maintenance at Various Locations, Fiscal Year 2024-2025.
Construction is scheduled to begin in July 2025 and is expected to be completed by November 2025.
