A total of 54 light poles provide area/pathway lighting at Grijalva Park. The lighting was designed with metal poles mounted on concrete foundations at ground level. Despite measures taken to protect the poles, deterioration near the base of these poles has resulted in the need to remove several light poles in past years. It is recommended the City Council award a contract in the amount of $621,390 to Delta Electric, LLC. to install new poles and fixtures, designed to resist corrosion, to complete the Area Lighting Replacement at Grijalva Park Capital Improvement Project (20477).

3.                     Recommended Action

Upon approval of this appropriation, the estimated fund balance in the 510 fund at June 30, 2024, will be $3.614 million.

6.                     Discussion and Background

Currently there are a total of 54 light poles providing area/pathway lighting throughout Grijalva Park. The existing light poles are composed of thin gauge steel poles mounted on reinforced concrete foundations at ground level. Many of the existing light poles have failed and/or have had to be removed due to corrosion at the base of the poles caused by weather and/or standing irrigation water at the base. Despite past measures taken to protect the poles, deterioration continues due to corrosion.

As part of the Area Lighting Replacement at Grijalva Park project (20477), the City contracted with Lin Consulting, Inc. (Lin) in 2022 to evaluate the area lighting and to provide design services and prepare plans, specifications, and cost estimates. Lin provided a biddable scope of work for the project which included the replacement of all area lighting with new poles and fixtures designed to resist corrosion, while utilizing the existing concrete foundations and electrical infrastructure. Staff incorporated the scope of work provided by Lin and issued a request for bids to complete this project (RFB No. 23-24.05). The City received 12 bids in August 2023:

The lowest responsive and responsible bid is from Delta Electric, LLC, (Delta) for $564,900. Staff verified the qualifications of the vendor with references provided for similar projects and received positive responses.

This project was approved as part of the Fiscal Year 2020-21 CIP.  As such, $351,690 in Park Acquisition (Infill) (510) funding was approved for this project. The City also received grant funding of $262,686 through the State’s Per Capita Allocation program funded through Prop 68 for a total of $614,376 for the design and construction of the project.  The design completed by Lin cost $38,780. Following approval of the proposed contract, the project will require an additional appropriation of $60,000 to complete. 

Therefore, staff is recommending that the City Council 1) approve the contract with Delta to complete the Area Lighting Replacement at Grijalva Park project (20477). The total amount for this proposed contract is in the amount of $621,390, which includes a 10 percent contingency of $56,490; and 2) approve an appropriation of $60,000 from the unreserved Park Acquisition (Infill) (510) fund to the Area Lighting Replacement at Grijalva Park (20477) project. The additional appropriation will be used in the event of unforeseen expenses related to possible construction issues and/or a need for re-design work. Any unused appropriation will go back to the 510 fund balance upon completion of the project.

All work will be done with the intent to minimize disruption to regular park programming or rentals. It may be necessary to restrict access to one or more facilities for specific dates, times, or durations for safety reasons. Signage will be placed at appropriate locations to inform the public of any closures. Work start date and completion will be contingent upon weather conditions.

7.                     ENVIRONMENTAL REVIEW

Categorical Exemption:  The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15302 (Class 2 - Replacement or Reconstruction) because the project replaces existing light poles with new light poles in the same locations. The new structures will have substantially the same purpose and capacity as the existing light pole. No public review is required.
