Bids for Almond Avenue and Collins Avenue Street Improvements were received and opened on April 9, 2026 (Bid No. 25-26.13). Six bidders responded to the notice inviting bids. The apparent low bidder is R.J. Noble Company, Inc. of Orange, California in the amount of $1,679,175.

Approve the contract with R.J. Noble Company, Inc. in the amount of $1,931,051 representing an original amount of $1,679,175 plus a 15% contingency of $251,876 for Almond Avenue and Collins Avenue Street Improvements; and authorize the Mayor and City Clerk to execute on behalf of the City.

6.                     Discussion and Background

The Almond Avenue and Collins Avenue Street Improvements project is part of the City’s Pavement Management Program (PMP) FY26 activities and is designed to prolong the pavement life of City streets. This portion of the annual pavement maintenance program is being advanced separately to allow construction to begin in June 2026 and be completed prior to the start of the upcoming school year, minimizing impacts to school traffic circulation and improving the effectiveness of the traffic control plan.

This asphalt concrete overlay project will rehabilitate Almond Avenue from Main Street to Cypress Street and Collins Avenue from Tustin Street to Handy Street. The streets selected for maintenance are in accordance with the City’s Pavement Management Plan and generally fall into the “poor to fair” category. These streets require work at this time to prevent total pavement failure, which would result in complete reconstruction at a significantly higher future cost. The project will include asphalt concrete overlays, localized pavement reconstruction, replacement of damaged curb and gutter, cross gutters, sidewalks, and access ramps within the project limits to meet federal accessibility guidelines. New curb and gutter will be constructed where missing or in need of replacement, which will enhance stormwater surface flow, reduce pooling and erosion, and extend pavement life through improved drainage.

The City Council previously approved an advertisement for bids on March 10, 2026. The bid solicitation was advertised on March 19, 2026, for a period of four weeks, and bids were opened on April 9, 2026. Six bids were received as follows:

The low bid is approximately 4.4% lower than the Engineer’s Estimate of $1,756,682, which includes construction engineering and a 15% contingency. Staff reviewed the references and qualifications of the apparent low bidder and found them to be acceptable, with adequate experience completing contracts of similar scope and complexity. Therefore, staff recommend R.J. Noble Company, Inc. be awarded the contract in the amount of $1,931,051, representing an original bid amount of $1,679,175 plus a 15% contingency of $251,876 for Almond Ave and Collins Avenue Street Improvements.

Construction is scheduled to begin in June 2026 and is expected to be completed prior to the start of the new school year.
