6.                     Discussion and Background

The Supervisory Control and Data Acquisition (SCADA) system provides the automation necessary to effectively and efficiently operate the City’s drinking water system. The City’s SCADA system has been in operation since 2021, and was installed by Tesco Controls, LLC (Tesco).  In November 2024, the City entered into an agreement with Tesco (Agreement No. 7771) to provide maintenance, on-call support, and emergency services to ensure the SCADA system’s efficiency and reliability. The term of the agreement is one year funded at $50,000, with two optional one-year extensions. In March 2025, the First Amendment in the amount of $10,000 was executed to extend the support services.  Since then, the funding for this year’s maintenance has been exhausted due to necessary system repairs and services.  This Second Amendment will authorize additional funding to upgrade the existing Remote Terminal Unit (RTU) at the Wanda-Collins Interconnection and complete SCADA integration for this facility, and bring the total agreement amount to $74,650.
