5.                     Strategic Plan Goals

Goal1: Provide for a safe community.

    b. Provide and maintain infrastructure necessary to ensure the safety of the public.

6.                     Discussion and Background

Existing Parking Restrictions

Struck Avenue is 1,147 ft. in length from Batavia Street to the cul-de-sac. Currently, both sides of the street are posted for “NO STOPPING ANY TIME” from Batavia Street east to the end of the left turn lane. Additionally, there are several segments of red curb along Struck Avenue, mostly at drive approaches for sight distance purposes.

There is 263 feet of existing green curb (which can accommodate approximately 11 vehicles) designated for 1-Hour time limit parking along the Struck Avenue frontage of the City of Orange Police Department headquarters at 1107 N. Batavia Street. These time limited parking spaces were installed as a result of recent construction activities at the Police Department headquarters, during which the existing off-street visitor parking lot was closed for construction staging.

Adjacent to the existing time limited parking, there are two spaces designated for accessible parking on the north side of the street. With all existing parking restrictions in place, there is currently enough unrestricted curb to accommodate approximately 34 vehicles on Struck Avenue.

All existing parking restrictions have been identified in the attached Area Maps.

Field reviews indicate that the demand for on-street parking is quite high, particularly during business hours.  Moreover, it should also be noted that the Traffic Commission approved the prohibition of overnight parking on nearby Parker Street, between Struck and Collins Avenues, last year.

Proposed Parking Restrictions

Implementing an overnight parking restriction and time limited parking for Struck Avenue from Batavia Street to the cul-de-sac has a number of benefits, including, among others, providing parking turnover during the day to increase access to local businesses and services, and enhancing night-time security.

The proposed parking limitations are as follows:

•                     Protect in place all existing red curb and no stopping any time restrictions

•                     Prohibit overnight parking between the hours of 2:00 am to 6:00 am

•                     Relocate the two accessible parking spaces closer to The Hub Resource Center at 517 West Struck Avenue

•                     Permanently adopt the 1-Hour time limit parking (previously installed to accommodate construction activities) along the Struck Avenue frontage of the Orange Police Department headquarters at 1107 N. Batavia Street

•                     Implement 3-Hour time limit parking along all remaining unrestricted curb space

All proposed parking restrictions have been identified in the attached Area Maps.

The 3-Hour time limit parking will provide some turnover parking for area businesses and services, increasing accessibility to key destinations on Struck Avenue and reducing parking violations and traffic congestion.  The existing 1-Hour time limit parking adjacent to the Police Department headquarters currently serves the needs of the facility and should be implemented permanently to supplement visitor parking supply.

Notwithstanding the proposed parking restrictions, the existing red curb (and any no parking/stopping signs) on the subject segment will remain in place; and the Public Works Department may install future “No Parking” zones as needed for visibility. Furthermore, the accessible spaces should be relocated closer to the Hub Resource Center which is at the north side of the cul-de-sac.

Based on the above, staff respectfully recommends that the Traffic Commission adopt the proposed Resolution No. TC 01-2024.
