Purchase and install lighting at the Police Department through Sourcewell Master Contract No. CA-R8-E-101723AEL with ABM Electrical & Lighting Solutions for $199,971. Purchase and installation of flooring and paint services at the Police Department through OMNIA Partners Contract 2020002149 with Commercial Interior Resources for $204,763.

3.                     Recommended Action

1.                     Approve the contract with ABM Electrical & Lighting Solutions, Inc. in the total amount of $199,971, representing a cost of $198,971, plus a contingency of $1,000; and authorize the Mayor and City Clerk to execute on behalf of the City.

2.                     Approve the contract with Interior Resources, Inc., dba Commercial Interior Resources, in the amount of $204,763, representing a cost of $186,148, plus a contingency of 10% or $18,615; and authorize the Mayor and City Clerk to execute on behalf of the City.

3.                     Authorize the appropriation of $204,763 from the Developer Impact Fees-Police (570) fund balance to:

4.                     Fiscal Impact

The total expenditure for both contracts is $404,734 and will be funded through Developer Impact Fees-Police (570) and Merged 2008 Tax Exempt Bonds (954), respectively:

Upon approval of this appropriation, the estimated Developer Impact Fees-Police (570) and Merged 2008 Tax Exempt Bonds (954) fund balances at June 30, 2026 will be $731,739 and $2,801,089, respectively.

 

5.                     Strategic Plan Goals

Goal 1: Maintain Strong Emergency and Safety Services

Objective 1.9: Police facility improvements to the Field and Support Services Division to improve workflow.

 

6.                     Discussion and Background

On December 9, 2025, the City Council authorized the replacement of furniture in the Police Department Field Services Division workspace at the Police Department. This phase of the project prioritizes upgrading lighting and flooring, along with comprehensive interior refreshment, before furniture installation. Key initiatives include removing outdated wall sconces and downlights, installing energy-efficient LED fixtures in the drop ceiling to optimize lighting performance, repainting the space, and replacing nearly 20-year-old flooring. These enhancements are part of a strategic effort to extend the facility's lifespan and ensure compliance with contemporary operational and safety standards.

Staff conducted a thorough review of the references and qualifications for ABM Electrical & Lighting Solutions and Interior Resources, Inc., dba Commercial Interior Resources, confirming their credentials and extensive experience with comparable projects. The Public Works Department, in conjunction with the Police Department, recommends approval of the agreement with ABM Electrical & Lighting Solutions, Inc., using Sourcewell Master Contract No. CA-R8-E-101723AEL for lighting installation in the amount of $199,971, representing a cost of $198,971 for interior facility lighting improvements plus a $1,000 contingency.

Staff also recommend approval of the agreement with Interior Resources, Inc., dba Commercial Interior Resources, in the amount of $204,763, using OMNIA Partners Contract 2020002149, for interior facility flooring and paint improvements representing a cost of $186,148, plus a 10% contingency.

Construction is projected to commence in June 2026 and be completed by September 2026.
