6.                     Discussion and Background

Background

Eisenhower Park is a destination park, primarily due to the aesthetic value the lake, pond, and stream contribute to the overall character of the park. Proper maintenance of the water features is important in providing a clean and safe aquatic environment for wildlife (including fish, turtles, birds, etc.), fishing, and the enjoyment of all park visitors. The Community Services Department maintains the lake, pond, and stream through contracted services.

The current four-year agreement for lake, pond, and stream maintenance services expires June 30, 2024, requiring the City to enter into a new agreement beginning July 1, 2024.

Discussion

The City issued a Request for Bids (RFB) on February 8, 2024 (RFB 23-24.27) and bids were due on March 14, 2024. One bid was received from Bio Aquatics Lake Management LLC (Bio Aquatics) for a total bid amount of $149,350. Bio Aquatics is the current service provider and has provided acceptable service over the course of the existing agreement. Staff verified the qualifications of the vendor with references provided for similar lake maintenance services and received positive responses. Therefore, it is recommended Council award a new four-year agreement to Bio Aquatics Lake Management LLC.

The total amount for this four-year agreement is $164,285, which includes a 10 percent contingency of $14,935 for unforeseen lake maintenance repairs that may be needed. The agreement will be funded by the General Fund (100). Including the contingency, the annual cost for the first year of the agreement is $38,115. Funding for the remaining three years of the agreement is dependent upon City Council approval of the annual budget through Fiscal Year 2027-2028. If funds are not budgeted, the agreement can be terminated or reduced to meet that year’s allocation.
