1. Authorize the appropriation of $115,000 from Fund 263 (M2) Unreserved Fund Balance to 263.5011.56100.20327, Chapman & Flower Left Turn Modification.
2. Award the contract to Elecnor Belco Electric, Inc. of Chino, CA in the total amount of $308,880, representing an original amount of $280,800, plus a 10% contingency of $28,080, for Chapman Avenue and Flower Street Left Turn Signal Improvements - HSIPL-5073(087); and authorize the Mayor and the City Clerk to execute the agreement on behalf of the City.

6. Discussion and Background
This project will provide traffic signal and intersection improvements at Chapman Avenue and Flower Street. The improvements include new video detection, protected left turns, new ADA compliant curb ramps, pavement rehabilitation improvements, new traffic signal poles, and various traffic signal-related improvements.
Project improvements will be installed per the American with Disabilities Act Accessibility Guidelines (ADAAG) requirements.
The City has pursued and obtained funding from Caltrans Local Assistance under the Highway Safety Improvement Program (HSIP) Cycle 8 in order to fund the various improvements provided by the project. The HSIP is a federal aid program with the goal of achieving a significant reduction in fatalities and serious injuries on all public roads. The City received authorization from Caltrans Local Assistance to begin the construction phase of this project on November 24, 2020. The City has entered into an agreement with Caltrans for 73% reimbursement for the construction of this project up to the amount of $205,370.
The City Council previously approved an advertisement for bids on February 9, 2021. The bid solicitation was advertised on February 18, 2021 for a period of four weeks and bids were opened on March 18, 2021. Five bids were received as follows:
1. Elecnor Belco Electric, Inc, Chino $280,800.00
2. California Professional Engineering, Inc., La Puente $297,251.00
3. Crosstown Electrical & Data, Inc., Irwindale $298,889.00
4. Select Electric, Inc., Vista $314,990.00
5. DBX, Inc., Temecula $393,407.00
The low bid is about 50% higher than the Engineer’s Estimate. This may be due to the long manufacturing lead times for traffic signal equipment and poles, in addition to the increasing costs of construction since originally applying for the HSIP Cycle 8 grant. Staff checked the references and qualifications for Elecnor Belco Electric, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that Elecnor Belco Electric, Inc. be awarded the contract in the total amount of $308,880, representing an original amount of $280,800, plus a 10% contingency of $28,080 for the Chapman Avenue and Flower Street Left Turn Signal Improvements - HSIPL-5073(087) project.
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1. The CEQA Notice of Exemption has been recorded with the County Recorder’s Office.
Construction is scheduled to begin in September 2021 due to long manufacturing lead times and is expected to be completed within 45 calendar days.
