Bids for Annual Concrete Replacement at Various Locations, Fiscal Year 2024-2025 were received and opened on January 30, 2025. Five bidders responded to the notice inviting bids. The apparent low bidder is CJ Concrete Construction, Inc. of Santa Fe Springs, California in the amount of $1,085,100.

6. Discussion and Background
The City Council previously approved advertisement for bids on November 26, 2024. The bid solicitation was advertised on January 9, 2025, for a period of six weeks. The bids were opened on January 30, 2025. Five bidders responded as follows:
1. CJ Concrete Construction, Inc., Santa Fe Springs, CA $1,085,100
2. Towo Enterprise, Inc., Fullerton, CA $1,159,600
3. Gentry General Engineering, Inc., Colton, CA $1,354,700
4. Pavement Rehab Company, Anaheim, CA $1,369,000
5. CT&T Concrete Paving, Inc., Pomona, CA $1,453,484
The low bid is about 20% lower than the Engineer’s Estimate for the project. Staff checked the references and qualifications for CJ Concrete Construction, Inc. and found them to be acceptable, with the adequate years of experience in complete contracts of a similar nature to this project. Therefore, staff recommends that CJ Concrete Construction, Inc. be awarded the contract in the amount of $1,193,610, representing an original amount of $1,085,100 plus a 10% contingency of $108,510 for Annual Concrete Replacement at Various Locations, Fiscal Year 2024-2025.
The project will replace various concrete improvements such as sidewalks, ADA ramps, cross gutters, curbs, and gutters in preparation for the annual pavement rehabilitation work to follow and to address repairs identified by the Public Works Field Services Division. Construction is expected to begin in April 2025 and is expected to be completed within 90 calendar days.
