6. Discussion and Background
The Federal Community Development Block Grant (CDBG) Program provides grant funds to enable eligible localities to construct public improvements in Low- and Moderate-Income Areas within their jurisdiction. Eligible activities include infrastructure upgrades such as ADA wheelchair access ramp replacement.
This project will include the construction of approximately eight ADA compliant access ramps at various locations as shown on the location map. As part of the project, detectable warning surfaces (truncated domes) will be installed per the American with Disabilities Act Accessibility Guidelines (ADAAG) requirements.
The total estimated project cost is $90,000, including a 20% for contingencies and construction engineering. At the time bids are received and actual bid prices are known, staff may request an additional appropriation to award the contract should it be needed.
Construction is scheduled to begin in January 2024 and is expected to be completed within 30 calendar days. Specifications and cost estimates are available for review in the Public Works Department.
7. ENVIRONMENTAL REVIEW
Categorical Exemption: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 “Existing Facilities” Class 1 because the project involves the repair and maintenance of existing facilities with no expansion of existing use. The CEQA Notice of Exemption will be filed with the County Recorder’s Office upon Council’s approval of the plans and specifications.
