2. Summary
On or before December 31 of each year, the legislative body shall approve the Local Appointments List in compliance with Government Code §54972 and direct staff to post a copy of the list on the City’s Website in compliance with Government Code §54973.
This information is provided for City Council consideration. Council may wish to make any changes and/or deactivate any board, commission, or committee which the Council believes has completed its original purpose.

1. Confirm Mayor Slater’s recommendation to reappoint the following eligible existing positions:
o Audit Advisory Committee Members Chris Horton, Andrew Li, and Brian Wilterink for two-year terms respectively expiring June 30, 2028;
o CDBG Program Committee Member Jonathan St. Clair for a two-year term expiring June 30, 2028;
o Orange Public Library Board of Trustees Member Susie Huber for a three-year term expiring June 30, 2029;
o Park Planning and Community Events Commissioner Christopher Ahlswede for a four-year term expiring June 30, 2030; and
o Planning Commissioner David Vazquez for a four-year term expiring June 30, 2030.
2. Confirm Mayor Slater’s recommendation to appoint Perla Lozano to the Park Planning and Community Events Commission to fill an unexpired term ending June 30, 2029.
3. Approve the Local Appointments List and direct the City Clerk to post a copy in compliance with the Maddy Act.
4. Direct the City Clerk to post a Notice of Scheduled Vacancy for the following positions:
o Audit Advisory Committee due to expiration of Jack Schroeder’s term on June 30, 2026
o Planning Commission due to expiration of Rick Martinez’s term on June 30, 2026

6. Discussion and Background
The California Legislature established Government Code Sections 54970 to 54974, also known as the “Maddy Act,” to inform and promote opportunities for the public to serve on local government boards, commissions, and committees.
The Maddy Act requires that on or before December 31 of each year, the legislative body prepare and post a Local Appointments List of all regular and ongoing boards, commissions, and committees whose members are appointed by the City Council. The list must contain the following information:
1) all appointive terms which will expire during the next calendar year
2) the name of the incumbent appointee
3) the date of appointment and the date the term expires
4) the necessary qualifications for the position
Pursuant to Government Code §40605, the elected Mayor, with the approval of the City Council, makes all appointments to City boards, commissions, and committees unless otherwise specifically provided by statute.
Below is a list of vacancies scheduled to occur on June 30, 2026. Some of these vacancies will be filled by confirming Mayor Slater’s recommendation for reappointment. There is also one unscheduled vacancy on the Audit Advisory Committee due to the resignation of Jeff Grampp that occurred on February 16, 2026. In accordance with Government Code §54974, the City Clerk posted the unscheduled vacancy notice on February 17, 2026.
Audit Advisory Committee (two-year term of office):
Current vacancies: 2 (two) (one scheduled vacancy and one unscheduled vacancy)
• Four scheduled vacancies due to expired terms eligible for reappointment
• Three positions being recommended for reappointment (Horton, Li, Wilterink), leaving one scheduled vacancy (Schroeder)
• One unscheduled vacancy with a term ending June 30, 2028, due to the resignation of Jeff Grampp
CDBG Program Committee (two-year term of office):
Current vacancies: none
• One scheduled vacancy due to an expired term, eligible for reappointment
• One position being recommended for reappointment (St. Clair), leaving no scheduled vacancies
Orange Public Library Board of Trustees (three-year term of office):
Current vacancies: none
• One scheduled vacancy due to an expired term, eligible for reappointment
• One position being recommended for reappointment (Huber), leaving no scheduled vacancies
Park Planning & Community Events Commission (four-year term of office):
Current vacancies: none
• One scheduled vacancy due to an expired term, eligible for reappointment; and one unscheduled vacancy with a term ending June 30, 2029, due to the resignation of Steve Freeman
• One position being recommended for reappointment (Ahlswede)
• Unscheduled vacancy being recommended to be filled by Perla Lozano (which will leave an unscheduled vacancy on CDBG)
Planning Commission (four-year term of office):
Current vacancies: 1 (one) (scheduled vacancy)
• Two scheduled vacancies due to expired terms, eligible for reappointment
• One position being recommended for reappointment (Vazquez), leaving one scheduled vacancy (Martinez)
In addition, there are still two vacancies on the Investment Advisory Committee. A Notice of Vacancy was posted on April 10, 2024.
Any other vacancies that occur during 2026 would be unscheduled and a notice would be posted in accordance with Government Code §54974.
Once approved by the City Council, the Local Appointments List will be posted on the City’s website in compliance with State Law. In addition, staff will also post a copy at the Main Library and in the City Clerk’s office. The City Clerk’s Office will update the list as appointments are confirmed.
