6. Discussion and Background
To comply with the State Water Resources Control Board requirements, the Public Works Water Division must complete routine water quality analytical testing of its water supply at multiple locations throughout the service areas on a weekly basis. These water samples are required to be analyzed by a State certified laboratory.
Through an informal bid process, the Public Works Water Division contacted and requested bids from qualified, accredited laboratories for these services. Four laboratories were contacted, and three bids were received as follows:
1. Clinical Lab of San Bernardino of Grand Terrace $33,440
2. Sierra Analytical Labs Inc. of Laguna Hills $36,800
3. Eurofins of Monrovia $41,712
One contractor, ALS Global of Irvine, was non-responsive.
The Water Division has worked with Clinical Lab of San Bernardino in the past and has found them to be qualified and responsive to our needs, as well as certified for the required testing methods. Therefore, staff recommends that Clinical Lab of San Bernardino be awarded a contract in the amount of $36,784, representing an original bid amount of $33,440, plus a 10% contingency of $3,344.
The term of the contract is for one year, beginning July 1, 2025, and expiring on June 30, 2026, with an option to renew annually for two additional years if the City is satisfied with the level of service from the contractor. The cost of the extensions, including a 10% contingency, will be $37,520 for Fiscal Year 2026-27 and $38,270 for Fiscal Year 2027-2028. Approval of the extensions will be executed by the City Council.
