2. Summary
Tesco Controls, LLC was the programmer and integrator for the current Supervisory Control and Data Acquisition system that provides management controls for the City’s water operations. This agreement, in an amount not to exceed $50,000 per fiscal year, provides the needed maintenance, on-call support, and emergency services to ensure the system’s efficiency and reliability. The term of the agreement is for one fiscal year with an option to renew annually for two more years.

4. Fiscal Impact
The expense for this agreement is $50,000 and will be funded through Water Fund (600):

This agreement is for three years totaling $150,000, payable in $50,000 annual installments. Future installments will be requested in conjunction with the annual operating budget.

6. Discussion and Background
The Supervisory Control and Data Acquisition (SCADA) system provides automation necessary to operate the City’s drinking water system. In July 2021, Tesco Controls, LLC completed a comprehensive upgrade of the City’s SCADA system by integrating all remote sites within the service area to improve reliability and productivity. By completing this complex project using their programming skills and logic specifically customized and designed to fit the division operation, Tesco Controls, LLC proved capable and familiar with the SCADA system. Staff has recommended and the Council has previously authorized Tesco Controls, LLC as the single source to provide annual maintenance, on-call support, and emergency services to ensure the SCADA system operates as intended from 2021 to 2024.
With the current agreement set to expire, staff recommends a new agreement with Tesco Controls, LLC, for Fiscal Year 2024-2025 (FY25) as a single source provider. If the City is satisfied with the service and performance of Tesco Controls, LLC, the agreement can be renewed for two additional years with the approval of the City Manager.
