6. Discussion and Background
The Katella Terrace senior affordable housing project received initial approval from the City Council on September 10, 2019, for its construction on 1.54 acres of City-owned land. The City Council then gave its approval to an agreement with OSH Katella Terrace (OSH) for the donation of land at 1249 East Katella Avenue on February 8, 2022.
Construction began in July 2023, with an estimated completion targeted for November 2024. A previous easement was granted by the City Council to Southern California Edison (SCE) on October 10, 2023, for a transformer serving a neighboring property. This prior action facilitated the removal of an old transformer from the project site and the installation of a new one in January 2024 on the new easement. As a result, SCE is in the process of filing a quitclaim to vacate the old easement that contained the decommissioned transformer.
The current proposal seeks to approve an additional Grant of Easement to SCE for a separate transformer dedicated to the Katella Terrace project located at the northeast section of the property. OSH, through SCE, has provided a Grant of Easement Deed, engineered drawing, and a calculation of the area of the proposed easement of approximately 1,576 square feet. The approval is a critical step in ensuring the project's successful completion and operational efficiency.
Upon approval, staff will coordinate with OSH to finalize and record the additional easement to ensure its alignment with the City's strategic goals and the original project's objectives.
