Establishment of a new Permit Parking Opportunity Area

body

2.                     Summary

In response to resident concerns, City Traffic Commission approved a “No Parking” zone along a portion of Canal Street north of Meats Avenue.  As a companion measure to address potential parking displacement associated with the parking restriction, a permit parking “opportunity area” is being proposed.   If established, residents of the affected neighborhood will be able to opt in to permit parking on a block-by-block basis when they perceive a need.

3.                     Recommended Action

recommendation

1.                     Approve the establishment of Permit Parking Opportunity Area “7.”

2.                     Adopt Resolution No. 11725. A Resolution of the City Council of the City of Orange adopting a revised master Resolution of designated permit parking areas and established permit parking opportunity areas within the City of Orange.

6.                     Discussion and Background

At their October 14, 2026, meeting, the City Traffic Commission (CTC) voted 5-0 to restrict parking on both sides of Canal Street between Meats Avenue and a point 120 feet north of Glendora Street.  While this restriction was initiated in response to resident concerns, parking displacement into the adjacent neighborhood is a potential unintended consequence.

To address the concern over parking displacement, the City’s Municipal Code and Neighborhood Permit Parking Program (NPPP) allow for the creation of city-defined permit parking zones (opportunity areas) in areas with high parking demand potential, within which residents can opt into.  Such city-defined opportunity areas do not require an application fee or parking study and only require a 55% petition support rate as part of the implementation criteria.

Attachments 2 and 3, respectively, depict the streets and boundaries that comprise the proposed Permit Parking Opportunity Area (“PPOA”) “7”, and the Canal Street parking restrictions approved by CTC, respectively.  PPOA “7” is bounded by Heim Avenue to the north, Shaffer Street to the west, Cumberland Road to the south, and Canal Street to the east.  These boundaries are expected to be sufficient for addressing the potential displacement of what appeared to be non-local, non-residential parking demand no longer permitted on Canal Street, as well as parking generated by the future commercial redevelopment of the former Village at Orange site.

Individual streets within the opportunity area will be eligible to opt in to permit parking and all streets that have opted in will be considered a part of the same overall permit parking zone, with parking permits valid on any designated street within the entire area, as is the case with the existing opportunity areas (which include PPOAs “1” through “6” and the downtown Area “A”.)  Staff believe that the permit parking opportunity area, as proposed, is appropriate for current conditions. Should the need arise, boundaries may be adjusted and/or additional areas added through City Council action in the future.

Resolution No. 11725, which contains a listing of all streets currently approved for permit parking along with details of each permit parking opportunity area in the city, includes a map and description of PPOA “7.”
